Abstract

For India which spends on an average about 4.2 per cent GDP on education, estimating the returns to investment in education is useful for making comparisons with other forms of investment too. There is an urgent need to improve education – quantitatively and qualitatively – in India. The current discussion on the possible constraints has focused primarily on the issue of resources. The country has not managed its resources for education efficiently nor handled globalization effectively. In this paper we analyze education as an input and as an output, keeping in focus the ‘human being’. Hence we discuss managing resources of education and for education. The paper deals with India’s education sector and its problems, and the possible frontiers to which it can expand if the resources are well-managed. We also explore the paths for human development through education, in the era of globalization.

Keywords: education, globalization, human development, infrastructure, resource management
