FACTORS AFFECTING THE CHOICE OF FREE AND OPEN SOURCE SOFTWARE FOR ENTERPRISE APPLICATIONS IN GOVERNMENT SECTOR PROJECTS OF SRI LANKA

Abstract

This paper presents a study on government sector Information Systems (IS). The study investigates what factors affect the selection of software for such projects and how Free and Open Source Software (FOSS) could be introduced in such projects. The study investigates the features of a selected set of such systems. The factors that affect the decision for the technical composition of each system are analyzed along with the nature of specifications development and implementation. The study concludes with an analysis and recommendation for leveraging FOSS for government sector IS.
