Abstract

Any development has its costs and benefits to the environment and the whole society. Benefits are largely for its users while the costs are for the environment and natural resources. A proper balance between these two parameters ensures sustainable development. However, it is difficult to identify the total impacts of a project. Even if the impacts are identified, it is still difficult to accurately value them. The concept of sustainable development is managed to remain within the resilience of the environment. Project evaluation techniques are used to ascertain this at inception stage of a development project. This research explores the current practice of project evaluation in Sri Lanka, and analyses and reviews its applicability in the context of sustainable housing development. This was done through a comprehensive literature survey and case studies. The results of case studies were based on documented information and interviews with experts from varying backgrounds. The results revealed that most of the developers were lacking the awareness of environmental aspects and project evaluations requirements. It is recommended to carry out a proper evaluation to ascertain the level of sustainability before any project implementation.
