THE IMPLICATIONS OF THE USA-AUSTRALIA FREE-TRADE AGREEMENT FOR VICTORIAN GOVERNMENT PROCUREMENT

Abstract

The primary objective of this research was to identify the implications and difficulties arising when implementing Chapter 15 of the USA-Australia Free-Trade Agreement. In doing so this research study aimed to investigate how Chapter 15 of the USA-Australia Free Trade Agreement has been interpreted by the Victorian Government Purchasing Board and the Department of Primary Industries in terms of making changes to its policies procedures and practices. The research also aimed to investigate how the proposed changes will impact on the procurement strategies of the Department of Primary Industries. The results clearly show that though many of the measures are consistent with the existing policy framework in Victoria there will necessarily be some changes.
